London The House of Commons
The Prime Minister took a deep breath. he began, quoting D'Israeli in 1878, "Landsdowne has brought back Peace with Honour. it is to everyone's advantage that peace be restored to Europe. Wea re therefore extremely concerned to hear of a breakdown of the peace already in France with shelling resuming. The British government will bend it's best efforts to ensuring a Just Peace as soon as possible throughout Europe. As after 1814 there should be a just and universal peace to settle the affairs of Europe." In his subsequent statemnets he sounded uncannily like the idealistic and moralistic speeches tne American president, Dr.Wilson, was prone to make.
"Senior British statesmen" he continued had floated the idea of A League against War - most noticably Robert Cecil and Lord Landsdowne himself. This had become know as the League of Nations and would intervene to prevent wars."
"The naval difficulties in the North Sea had lead to the present peace, but it was in Britain's vital interests there be peace and the oppotunity could be taken to learn the lessons from the errors in naval design."
To his amazement as he sat down he was greeting with prolonged cheering. The House then listened to as report on the peace conference and Lord Landsowne's ideas on making the league of nations and essential part of the peace treaties. It was not for nothing David Lloyd-George had aquired his reputation for deviousness and egotism.
The Prime Minister had come directly from the House of Commons to the meeting in the Admiralty building, looking out from the arch down the Mall.
Problems seemed to be arising with the behaviour of Dr.Wilson, the American president, despite his much publicised role as a "Peace Politician" calling for peace in Europe and a peace conference. In particularly his idea of "building a navy as large as theirs and doing what we like" and "a navy second to none". The 1916 programme approved by Congress would in a few years produce a fleet of more modern ships than the Royal Navy possessed and much larger and heavily armed. The planned six super-battlecruisers and six battleships of and unbelievable 43,000 tons would outmatch anything Britain possessed. Clear intelligence reports were circulating in Whitehall of the Wilson administration's latest moves.
All together this was not unfortuatous, the smaller lighter ships were the ones either lost or damaged, and had that not been so Britain would have ended up in the post-war period with a fleet of many obselete vessels which were smaller than the Americans'. Seven modern battleships and battlecruisers were still being built that would be passable, but would be outclassed by the new American designs. The latest German designs were level pegging with our own.
"Churchill had been right" the Prime Minister mused "he had wanted a fast battleship of around 28,000 instead of battlecruisers and small battleship. Fisher's theories of lighly armoured battlecruisers and small battleships hadn't worked out." The meeting got down to technical details. The "Incompatible" class with 20 inch guns was impractical. The triple turret would be needed - more armour on fewer turrets had proved to be correct in the light of the lessons learnt from Jutland - and they must go to the 16 inch gun as soon as possible. The four "Hood" Admirals class about to be laid down would be started immediately but as fast battleships with three turrets to counter the American 42,000 tonners.
They would start four each of the G3's and N3's of 48,500 tons, the first really fast battleships and the the latter slightly slower battleships, which would outclass anything. The "Renown" battlecruisers would continue as a class of four cruiser killers for colonial stations with six guns.
One of his PR staff had thought up a new slogan "A Land Fit for Heroes". "The new ships" Lloyd-George thought "would be an excellent public works programme and prevent post-war unemployment. An there could be a ministry of Reconstruction... Altogether things had worked out very well..."
Lansdowne, who had always been something of an indefatigible peace diplomat when he had been foreign secretary in 1898-1905, returned to Paris on his way back to Geneva. The French government were anxious to minimize publicity of his coming. He emphasised, he told them that Germany would not withdraw from French territory if France did not support a general peace treaty, meanwhile the unfortunate circumstance of a separate peace between Britain and Germany meant Britain would be unable to protect the north French coast if the German fleet raided into the Channel - the circumstance which Britain had consented to war in 1914 to honour this gentleman's agreement. She would not be able to make further loans to France or loan money on from America on which the French war effort depended. He urged them to return to Geneva with him.
In Geneva a further meeting was held with the German commissioner and plentipoteniary the Duke of Albany, representatives of the British Dominions and the Austro-Hungarian foreign minister. Landsowne in a press conference, in which a communicee they had all signed was released, gave details of his plans for a league of nations and a Covenant which would form part of a general peace treaty. He had prepared a draft. Mr Jan Smuts of Soth African then took the stage and said it was a disaster that a European war, with its unsustainable casualty rates, should continue, egged on, he knew, by a non-European power.

Picardy, Midnight on 17th-18th July
Along the Western Front for the second time and on the Eastern Front the bugles blew Cease Fire. It traveled clearly in the still night air.
British troops who had marched away for the Channel Ports or to board trains to them were relieved that they had not had to go "over the top" in General Douglas Haig's cancelled offensive on the Somme. This like the last ones was a mass attack across no-man's-land and promised to be just as disasterous.
Clearly if the French insisted on restarting the war, then the German army advancing at the former junction of the French and British armies' former front line, would swiftly be marching on Paris to fulfil the long cancelled Schlieffen Plan.

The Democratic Convention is a free-for-all, as raucous a caucus as that of the Republicans. Even the choice of location caused a fight. Delegates loyal to President Thomas J. Jarvis wanted it in Raleigh. Delegates loyal to former President William Jennings Bryan wanted it in Omaha, or at least in nearby Kansas City. Baltimore, the largest city near the national capital, is chosen as a compromise. Having lost the battle for location, the Bryan forces go all out, blasting Jarvis for "imperialism" in the Philippines, citing comments he made about the Filipinos being "nonwhite savages"; and for "economic royalism" for refusing the free coinage of silver. Governor Woodrow Wilson of Virginia manages to settle things down by giving a speech reminding the Democrats that they always lose when divided, and that a united Party can beat the Republicans, whose voters are split between nominee Mark Hanna and splinter candidate Theodore Roosevelt, who has selected Representative Robert LaFollette of Wisconsin as his running mate on the Progressive Party ticket. But when Jarvis is renominated, the steaming Bryanites walk out. They vow to keep fighting, and run with former Representative Adlai Stevenson of Illinois for Vice President on the ticket of the Populist Party. After a Convention lasting 13 days, the Democrats depart with a ticket of Jarvis and Wilson, but without the Bryan supporters, estimated at one-third of their Party. Now there are four candidates for President: The Democratic incumbent Jarvis, Republican Hanna, Populist Bryan and Progressive Roosevelt.

At 3:15am EST, eight nuclear warheads drop on the continental United States. New York City gets 2 nuclear weapons dropped on it (one near Newark, one in downtown Mahnattan), Providence RI, Groton CT, and West Point Military Academy are immediately annhilated by one nuclear weapon each. Washington DC, Boston MA, and Philadelphia PA also have nuclear weapons dropped on them but these warheads are defective and fail to explode. SMART teams successfully disarm these weapons within two hours of their landing. Immediate estimates of casualties run well into the tens of millions.
3:17 AM: President Clinton is evacuated to Looking Glass and attempts to make contact with Russian Federation President Boris Yeltsin. Yeltsin is in a drunken stupor and unable to communicate coherently; however, contact with Russia's military command structure confirms that the launch was an accident. Nonetheless, the American military establishment is at DEFCON 2, with bombers in the air and ballistic missile submarines prepared to launch.
NATO is on full alert, with the leaders of all member nations making contact with one another and with Russia to determine how to respond.
China's military forces are on highest alert and massing on the Russian/Chinese frontier. The Chinese government (or more likely factions within the People's Liberation Army) is waiting to take full advantage of any American counterattack.
6:30 AM EDT: The American news media is in chaos, with the major networks having been decapitated by the strike on New York. CNN is only slightly more reliable and rumors are rampant.
In Russia, nationalist leader Vladimir Zhirinovsky attempts to make hay of the events, stating that 'this event marks the return of Russia to greatness'. FSB forces have him arrested, but the sentiment amongst Zhirinovsky's followers is echoed. There are calls for Yeltsin's 'retirement'. Former Soviet leader Mikhail Gorbachev remains at his dacha, refusing all media contact.
Chinese forces stray across the Russian-Chinese frontier, with scattered firefights between border outposts.
President Clinton is still airborne aboard the Looking Glass flying command post. VP Gore is in an 'undisclosed secure location' somewhere in West Virginia; the families of both men have been evacuated from Washington. Congress is also evacuated, but not before House Speaker Newt Gingrich goes on record as stating that in his view the attack was no accident.
The first survivors of the attacks start to flow into Philadelphia and surrounding areas. Philadelphia's emergency services are quickly overwhelmed. The National Guard in New York, New Jersey, Connecticut, Pennsylvania, and all of the New England States is federalized. The jet stream manages to carry much of the fallout to sea, but Long Island is severely contaminated and must be evacuated. Most of upstate New York will be uninhabitable for decades.

Former Vice President George Bush accepts the nomination of the Republican Convention at the Joe Louis Arena in Detroit. Congressman Philip Crane of Illinois is nominated for Vice President. "Mr. Young governs this nation as if he believes the light has gone out of our nation," Bush says. "But I see America as our founders saw it, as a city on a hill, shining with a thousand points of light." Crane, the tax-cutting defense hawk, gets a better response: "Mr. Young said he would raise taxes only as a last resort. My fellow Americans, the Democrat Party always checks into that resort!" He waits for the cheering to stop, and says, "It's like that song the young people like, about the hotel in California: We can check out any time we like, but we can never leave! On November 4th, tell Andrew Young we're leaving, and we're not coming back!"
