This deals a major blow to the credibility of the defense, which from the beginning of the trial has repeatedly insisted that Moran did not have any connection with Nitti and that the papers which indicate he did are forgeries planted by the prosecution. With this in mind, Johnston plans to take 15,000 of the 20,000-man garrison at Columbus and 5,000 from his own base at Bowling Green and attack Paducah. This would effectively close off the Cumberland and Tennessee Rivers from Union riverboats. His chances of success are relatively high, since most of the Federals are still in Louisville and Cairo. Halleck, on the other hand, does not realize the difficult situation he is in. The construction of these armies will not be ready for another month, and would then have to wait until January, by his calculations, until they could start moving southward. In his own mind, he is making the Rebel threat out to be much worse than most people think it is, and chooses to order the forming of 50,000 man armies in both cities.
