He was General Secretary of the Communist Party of the Soviet Union from 1985 to 1991. He was President of the Soviet Union from 1988 to 1991 (at first as Chairman of the Presidium of the Supreme Soviet, until the Supreme Soviet was replaced by the Congress of People's Deputies). Leonid Brezhnev ruled the USSR as First Secretary (later General Secretary) of the Communist Party of the Soviet Union from 1964 to 1982, and as Chairman of the Presidium from 1977 to 1982, replacing Nikolai Podgorny.
